LeadIT at COP31 Antalya, Türkiye

The 31st Conference of the Parties (COP31) to the United Nations Framework Convention on Climate Change (UNFCCC) will be hosted by Türkiye at the Antalya Expo Center from 9 to 20 November 2026.

Expo Center, Antalya

Industry transition on the COP31 agenda

Green industrialization is a direct priority of Türkiye’s COP31 Presidency, with an emphasis on making industry lower-carbon while supporting economic development, competitiveness, and a just transition. Türkiye has stated its approach is to move from climate commitments towards practical, measurable implementation.

LeadIT’s engagements at COP31 will support this green industrialization priority with a focus on how international partnerships can accelerate the deployment of low-carbon industrial technologies, mobilise investment, and strengthen sustainable value chains. The third phase of LeadIT will also be launched during COP31.

Responsibility for this year’s COP is shared between Australia and Türkiye. Türkiye holds the COP Presidency, with Murat Kurum as the COP31 president, and leads the Action Agenda, while Australia’s Minister Chris Bowen serves as President of Negotiations.

Events

Tuesday 10 November – Roundtable Discussion: Making Green Industrial Value Chains Investable

Organizer: Business Sweden

Where: Swedish Pavilion, Hall 2 / C420, Blue Zone, Antalya EXPO Center
When:  16.00–17.00

The roundtable focuses on practical strategies to overcome financing bottlenecks and make large-scale decarbonization projects commercially viable. LeadIT will contribute to the key areas of discussion, including:

  • De-risking Green Investments: Aligning public climate finance with private capital to accelerate investments in green steel, battery technology, and hydrogen.
  • Policy Predictability: How stable, long-term regulatory frameworks prevent the fragmentation that drives up project costs.
  • Cross-Border Supply Chains: Designing resilient and scalable international value chains for strategic net-zero technologies.

Monday 16 November – Beyond Borders: Partnerships for scaling a global industrial transition

Organizer: LeadIT and E+ Energy Transition

Where: Global Mutirão Auditorium, Brazil Pavilion, Blue Zone, Antalya EXPO Center
When:  10.15–11.15 (in person only)

Green industrialization cannot be delivered by countries, companies, or institutions acting alone. Industrial value chains cross borders, technologies and capital move between markets, and policies and investments in one country can create opportunities and challenges for others. Scaling the global industrial transition requires stronger partnerships across governments, industry and finance, and across regions and levels of development.

This dialogue will bring together governments, industry leaders, and experts to explore how partnerships can help overcome barriers to technology deployment, investment, and market creation. Industry accounts for a significant share of global greenhouse gas emissions, while demand for industrial products continues to grow, particularly in emerging markets and developing economies. The discussion will focus on what effective collaboration looks like in practice and how cross-border partnerships can accelerate progress. It will highlight the role of industry as a key implementation partner, connecting policy ambition with investment, innovation, and deployment on the ground. Through concrete examples and perspectives from different regions, the dialogue will identify where stronger partnerships can unlock progress, how successful approaches can be replicated across borders, and where further collective action is needed to accelerate the transition.

The event will directly support the Global Mutirão’s focus on accelerating implementation under the Global Climate Action Agenda, highlighting the importance of collective effort, international cooperation, and shared responsibility in advancing the global industrial transition.

Key questions

  • How can international cooperation accelerate the deployment of low-carbon industrial technologies?
  • Where can international cooperation help reduce technology, policy and financial risks?
  • What can governments do together to create the policy certainty, standards, infrastructure and markets needed for industrial transformation?
  • How can emerging markets and developing economies access technologies, finance and markets while building competitive low-carbon industries?
  • How can successful industrial transition projects and partnerships be replicated at scale

Tuesday 17 November – LeadIT Leaders’ Annual Summit “Scaling Solutions, Strengthening Cooperation: A Third Phase for the Leadership Group for Industry Transition”

Organizer: LeadIT

Where: Special event room 1 (Uzungöl), Blue Zone, Antalya EXPO Center
When:  09.15–10.30 (in person only)

Since LeadIT’s launch in 2019, the landscape for industrial decarbonization has evolved significantly. Technologies have advanced, international partnerships have expanded, and industrial competitiveness and resilience have become increasingly important to the transition. But as the window for climate action narrows, governments, industry, finance, and technology providers must act together to accelerate implementation and scale low-carbon solutions across industry. Earlier in 2026, Swedish Prime Minister Ulf Kristersson and Indian Prime Minister Narendra Modi committed to LeadIT 3.0, reaffirming the importance of international cooperation in advancing green industrialization. This event will set out the priorities and areas of work for this next phase in response to the evolving global context. Bringing together government, industry and other key stakeholders, the roundtable will take stock of progress and lessons learned since LeadIT’s launch, and explore how LeadIT 3.0 can translate international cooperation into practical action that accelerates the implementation of proven approaches at scale and builds globally competitive, resilient and low-carbon industries.

Proposed event objectives

  • Take stock of progress since 2019: Reflect on LeadIT’s achievements, partnerships and lessons learned since its launch.
  • Launch the priorities and work programme of LeadIT 3.0: Present details of the next phase, building on the commitment made by the Prime Ministers of Sweden and India.
  • Explain how LeadIT 3.0 will support implementation: Address barriers to industrial decarbonization, accelerate the application of proven solutions and strengthen the conditions for scaling low-carbon technologies and business models.
  • Mobilise partners around practical cooperation:  Engage governments, industry, finance, technology providers and other stakeholders to identify opportunities and create a shared understanding of the opportunities for them to contribute to the delivery of LeadIT 3.0 following COP31.
