
High level dialogue on cement decarbonization in Ethiopia
Background
Cement is a cornerstone of Ethiopia’s development ambitions, underpinning infrastructure, housing, and industrialization. Yet, the sector is also a significant contributor to greenhouse gas emissions. Achieving net-zero cement production is critical for Ethiopia’s economic resilience, environmental sustainability, and industrial competitiveness.
At COP28 and beyond, Ethiopia has expressed strong interest in leveraging international partnerships to accelerate its transition. With rich lessons from India’s and Sweden’s cement industries, and the growing role of multilateral climate finance, Ethiopia is well-placed to pioneer a “Make in Ethiopia – Net-Zero Cement Pathway” model for Africa.

- Share international best practices and lessons from India and Sweden
