Target Setting for Green Public Procurement Programmes

This brief, the first in a series of white papers on how to implement GPP Programmes for the steel and cement sectors, considers how green public procurement could be implemented.

In this brief, jointly produced by the Leadership Group for Industry Transition (LeadIT), the Industrial Deep Decarbonisation Initiative (IDDI), the United Nations Industrial Development Organization (UNIDO), and the Clean Energy Ministerial (CEM), we detail how to set targets for Green Public Procurement (GPP) Programmes.

We examine the targets related to embodied carbon set by existing GPP policies, the methodologies used to quantify the targets, and the target setting process, with a focus on best practices in the European Union (EU), Japan, Korea, and the US state of California.
